As part of the design and implementation of the Somalia Capacity injection Project (CIP), the Government of Puntland and the World Bank have agreed on priority areas of intervention within the framework of the World Bank / UNDP joined up approach to capacity development.
Puntland as a major beneficiary of the CIP will be supported to improve capacity to perform key government functions, strengthen its policy capabilities and improve civil service management including support to improve institutional, organizational and individual level capacity to improve public sector performance. Organizational performance is directly dependent on the quality of staff performing well-defined functions on the basis of clearly defined mandates and availability of appropriate tools and enabling work conditions. The CIP aims to support the Government of Puntland to conduct a rapid assessment of mandates, functions and staffing requirements of ministries, departments and agencies (MDAs) including taking them through a visioning process to define their vision, mission and value system. These activities are consistent with outcomes of the public sector reform dialogue initiated by the Puntland Government in2012 in the areas of(i) public finance and procurement;(ii) human resources management and capacity development; (iii) improving institutional performance; and (iv) services delivery.


•Participate in the elaboration of the Talent Culture strategy, cycle, programs and tools;
•Drive the deployment, communication and change management of the Talent Culture initiative;
•Partner with key stakeholders (MDAs)to ensure alignment of the Talent Culture with business needs;
•Consult with peers to ensure integration across Human Resources and Diversity initiatives;
•Manage the Talent cycle and programs from Performance to Talent Acceleration; •Build key stakeholder knowledge (MDAs), skills and abilities in the Talent Management sphere;
•Monitor, measure and report on Talent metrics and program effectiveness; •Continuously build knowledge and expertise to enhance the Talent Culture at MINISTRY/PCSC/OOP.

•Bachelor degree in Human Resources Management or a related field;
•5 to 8 years of experience in Talent Management;
•Proven experience in designing and delivering innovative Performance Management, Talent Reviews,
•Succession Planning, Career Management and Talent Acceleration programs;
•Experience in dynamic organizations with an international footprint;


The purpose of the Talent Management section head is to enable MINISTRY/PCSC/OOP’s Talent Culture. As such, he/she will partner with key stakeholders (MDAs) and collaborate with their peers to design and deploy innovative programs to accelerate MINISTRY/PCSC/OOP’s Talent. As part of the Talent Management team, he/she will be encouraged to think outside-the-box, empowered to drive excellence and inspire change. He/She will be exposed to a wide range of strategic initiatives and have the opportunity to deliver end-to-end solutions. The role of the Section Head would be to identify and organize appropriate training.
